Abstract: Король А.В., магістр права, молодший науковий співробітник, старший консультант відділу юридичного супроводження розгляду конституційних скарг Конституційний Суд УкраїниСтаття присвячена засадничим основам діяльності вищих органів державної влади та їх впливу на функціонування системи цих органів.У сучасній демократичній державі, що організована у складну систему взаємопов'язаних та взаємозалежних елементів, одну із ключових ролей разом із конституційним та законодавчим регулюванням діяльності органів державної влади відіграють принципи такої діяльності, які слугують їм відправними засадами та основою здійснення повноважень.Наведені у науковій літературі переліки принципів діяльності органів державної влади не відображають комплексно усіх принципів вищих органів державної влади, а тому у статті виокремлено усі законодавчо закріплені спеціальні принципи діяльності вищих органів державної влади шляхом аналізу норм Конституції та законодавства України.У статті окреслено коло спеціальних принципів діяльності вищих органів державної влади.Підкреслено особливий характер діяльності вищих органів державної влади, що визначає унікальний перелік спеціальних принципів діяльності кожного з цих органів.Зроблено висновок про те, що перераховані у статті спеціальні принципи являють собою парадигмальні рамки діяльності вищих органів державної влади і слугують основою для подальшого нормативного регулювання такої діяльності.Водночас одне лише конституційне та законодавче закріплення цих принципів не є запорукою ефективного функціонування державного механізму, адже важливими умовами видаються і подальший розвиток нормативного регулювання відносин, яких стосується той чи інший принцип, а також їх практичне втілення.При належній реалізації спеціальні принципи діяльності вищих органів державної влади забезпечать ефективне функціонування зазначених органів як єдиної системи взаємопов'язаних елементів.Ключові слова: органи державної влади, вищі органи державної влади, механізм держави, спеціальні принципи, діяльність державного апарату.The article is devoted to the fundamental principles of activity of supreme public authorities and their impact on the functioning of the system of these authorities.In a modern democratic state, which is organized into a complicated system of interconnected and interdependent elements, along with constitutional and legislative regulation of the activities of public authorities, principles of such activities play one of the key roles.They serve as their initial foundations and basis for the exercise of powers.The lists of principles of activity of bodies of state power (public authorities) provided in the scientific literature do not comprehensively cover all the principles of supreme public authorities.Therefore, this article identifies all the legislatively enshrined special principles of activity of supreme bodies of state power (supreme public authorities) by means of analysing the provisions of the Constitution and legislation of Ukraine.The article defines a list of special principles of activity of supreme bodies of state power (supreme public authorities).The author emphasises the special nature of the activities of supreme public authorities, which determines a unique list of special principles of each of these bodies.The author concludes that the special principles listed in the article constitute the paradigmatic framework for the activities of supreme bodies of state power (supreme public authorities) and serve as the basis for further normative regulation of such activities.At the same time, the mere constitutional and legislative consolidation of these principles is not a guarantee of effective functioning of the state mechanism, since further development of the normative regulation of relations to which a particular principle relates, as well as their practical implementation, seem to be important conditions.If properly implemented, the special principles of activities of supreme bodies of state power (supreme public authorities) will ensure the effective functioning of these bodies as a single system of interconnected elements.Key words: bodies of state power (public authorities),
