Abstract: The issuance of The Reform Plan for the Adjustment and Optimization of Disciplines and Majors in Higher Education has significant guiding implications for the development and the construction of school-based curricula in universities, with the development of school-based textbooks serving as the foundation. Based on the multimodal theory, this paper discussed the development, characteristics, advantages, and challenges encountered in the process of developing school-based textbooks in universities. Development of multimodal school-based textbooks represent one of the important directions in the reform of higher education teaching, requiring joint efforts from universities, teachers, and students.
