Abstract: Facing the challenge of global climate change, developing a low-carbon economy has become the key to enhancing the country’s sustainable development ability. Based on this, this paper first constructs a system of influencing factors on the development level of a low-carbon economy, including 15 three-level indicators, and gives corresponding weights to these indicators through AHP, among which regional GDP and carbon emissions are important influencing factors. Then, this paper collects the panel data from 2005 to 2022 and uses the Topsis comprehensive evaluation method to measure the development level of the low-carbon economy in various regions of the country by province. The results show that there are significant differences in the development of a low-carbon economy among different regions in China, with the southeast coastal areas performing better, while the central and western regions are relatively backward. In addition, through multiple linear regression analysis, this paper predicts the development trend of a low-carbon economy in various regions in the next 10 years. Finally, according to the evaluation results and forecast trends, some suggestions are put forward from the perspectives of policy support, technological innovation, market mechanism, and public participation, which provide theoretical reference and practical guidance for promoting the all-round development of a low-carbon economy in China.
