Construction of Olympic project evaluation system based on multi-dimensional criteria integration: Research on AHP decision model integrating sustainability, inclusiveness and youth strategy

Abstract: To address the limitations of conventional unidimensional assessment frameworks in Olympic event selection, this research pioneers a triaxial evaluation architecture integrating ecological resilience, cultural equity, and generational engagement metrics. The proposed methodology employs a stratified decision-modeling approach to operationalize strategic objectives. By integrating nine quantitative indicators, including carbon emissions per competition unit, non-European cultural penetration index and social media voice volume, the IOC has for the first time realized the transformation of the IOC's strategic goals into an operational evaluation tool. Cross-validation (Tokyo Olympic project data) and comparison experiment (AHP-entropy weight mixed model vs. It is confirmed that the prediction accuracy of the model is improved by 19%, and the sensitivity analysis reveals the weight threshold of key indicators (such as the significant change of project priority when the weight of youth strategy is ≥0.35). This paper proposes a "dynamic weight calibration" mechanism to solve the difficulty of event data lag and cultural value quantification, and analyzes the optimization path of multi-dimensional goal conflict by taking controversial projects such as e-sports and rock climbing as examples. The results provide a scientific and policy-appropriate decision-making framework for global sports governance, and help the sustainable development and transformation of the Olympic Movement.
