Reading between the lines: An exploratory study on how graph distortions shape perceptions and use of performance information

Year: 2025
Type: article
Abstract: IMPACTThis research highlights critical considerations for public sector performance reporting practices. Preparers should be aware of potential disparities in data interpretation between political decision-makers and their staff. Graph distortion significantly affects politicians’ assessment of trends, the latter also correlating with their intention to use information for citizen communication, compared to staff. The findings suggest a need for data literacy programmes, particularly for elected officials, and indicate that reporting may benefit from developing standardized data visualization guidelines to ensure consistency. Unlike prior studies relying on student samples, this study benefits from the participation of real-world practitioners, enhancing its relevance to the complexities of political decision-making. The study also underscores the importance of considering individual attitudes and political contexts when disseminating performance information. In sum, the findings reveal the complex interplay between visual presentation, individual factors, and institutional roles in shaping performance information perceptions and use intentions.
