Abstract: The actualization of the New Ukrainian School of the Competency Approach in general secondary education, as a global trend that ensures its effectiveness, is substantiated. The historical retrospect of the installation on the formation of competences, developed by educational programs on physical culture for institutions of general secondary education at the time of Ukraine’s independence, is presented. As a result of the analysis of methodological recommendations for the developers of model training programs, its internal content irrelevance with regard to the types of activities of schoolchildren as a component of the model training program was revealed, which is a manifestation of the underestimation of its role in the formation of competencies of students of general secondary education in physical education. The sequence of legislative and regulatory acts with the internal connections of their components in the system of ensuring the conditions for the implementation of the competence approach in secondary education in physical culture and the final solution to the creation by the physical culture teacher of a curriculum capable of contributing to the formation of cross-cutting skills and competence potential on the basis of child-centrism are shown. and pedagogical freedom. On the example of the content of cultural key competence, the connection of cross-cutting skills with mandatory results in the field of “Physical Culture” and possible types of activities of schoolchildren in the process of physical education to achieve them is illustrated.
