Abstract: The author analyzes the reasons for the relatively unpunished attack of bloody dictatorships on international law and human rights. Using the example of Russia and the Russian-Ukrainian war, the cause-and-effect relationship between this attack, the indecision of democracies, and the imperfection of international organizations and mechanisms is revealed. A set of measures for democratic states to implement the principle of the inevitability of punishment for crimes committed by dictators against their citizens and other states is proposed.
