Abstract: While climate change and economic hardship remain the primacy security concerns for Pacific Island countries, the escalating risk of great power rivalry cannot be ignored. This paper examines a potential application of Fiji’s ‘Ocean of Peace’ concept, proposing that reinterpreting past conflicts could help dispel mutual misperceptions and foster an emotional deterrent to war. In this context, cultivating goodwill – first at the interpersonal level and then within institutions – is identified as a crucial foundation for any form of Sino-American cooperation. By reframing perceived vulnerabilities as diplomatic strengths and fostering regional cohesion, the Blue Pacific can pioneer a new model of conflict management rooted in a deepened awareness of human interconnectedness.
