Abstract: Over the last few years theMongolian government has been attempt-ing to rebuild the scientific and technologicalfoundations of the country. Government pol-icies have shifted focus towards the scientificestablishment and innovation infrastructure.The term “innovation” has become a popu-lar concept amongst the public and recentlythe law enforcement sector has boarded thisbandwagon. However, the concepts related toinnovation in the law enforcement sector, itscauses, processes and outcomes do not seemto be well-defined. As a result, the intellectualarena is left with a vacuum.Accordingly, this article aims to providea general understanding about the conceptof innovation in the law enforcement sectorthrough explanations of the effect of tech-nology on human behaviour; the relationshipbetween the law enforcement sector and sci-ence; historical narratives on the Americanand Mongolian private security industries andmilitary industrial complexes; the concept oftechnological and operational police innova-tion; as well as the necessity of developing thelaw enforcement innovation infrastructure inMongolia.
