Abstract: In recent years, one of the mostimportant factors for providing economic se-curity in the country has been the creationof new innovation and technology – whichis based upon production, fair competition,conduction of research and the preparationof future human capital. This accumulationof experiences has been largely supported bygovernmental policies. In this paper, we haveclarified the situation on how the Mongoliangovernment has focused on this issue andhave also pointed out the urgent needs to ad-dress some of the issues that have come intoexistence based upon notable experience ofother foreign countries.
