Abstract: The construction of power projects in our country has become relatively mature, possessing the necessary hardware conditions and management experience to support high-end intermediary technical services, such as project cost consulting services. However, currently, there is more qualitative exploration and research on the quality of project cost consulting services, while quantitative research is limited, making it difficult to provide precise and in-depth references for companies. Therefore, conducting corresponding quantitative research is necessary. This article mainly utilizes quantitative methods such as the fuzzy comprehensive evaluation method to analyze and study this issue. Firstly, the industry background and development status of project cost consulting services are elaborated, along with the significance of researching the quality of such services. Then, based on the SERVQUAL model, fuzzy comprehensive evaluation method, and word frequency analysis, in combination with the specific reality of project cost consulting, the measurement indicators for the quality of project cost consulting services are determined. The indicators are organized, screened, and a measurement indicator system for the quality of project cost consulting services is constructed. Finally, the cost consulting service quality of the Zhengzhou Airport Expressway Lighting Project is analyzed using the Analytic Hierarchy Process (AHP) and fuzzy comprehensive evaluation method. Based on the measurement results, several suggestions are proposed to enhance the quality of project cost consulting services for the power engineering construction project.
