Abstract: The paper studies Hitler's policy towards the occupied Soviet territories. It demonstrates the terrorist nature of the policy, which was based on the general principle of war of extermination. The author particularly focusses on the Nazi Einsatzgruppen (also known as the Nazi deployment groups), serving as the cutting edge of the extermination policy.
