Abstract: The article presents the data of testing students to determine the basic level of knowledge of the basic concepts of anti-corruption legislation of the Russian Federation, identifies the factors preventing offenses in this area. A comprehensive approach to the process of educating anti-corruption behavior of cadets and students of higher educational institutions of EMERCOM of Russia is presented and justified.
