A Study on the Applicability of the Laws of Technological Evolution: Focusing on the Evolution of Universities

Year: 2025
Type: article
Abstract: In the era of the 4 th Industrial Revolution, the need to establish objective and systematic strategies for future development, forecasting, and problem-solving has become increasingly important across various non-technical systems, including governments and enterprises. This study aims to apply the Laws of Technological Evolution, which have drawn significant attention in technological systems research, to non-technical fields. This is achieved through the linguistic redefinition of these laws and their application to the evolutionary analysis of non-technical systems. The study emphasizes the importance of linguistic adjustments when interpreting technical concepts in non-technical contexts by drawing on Cognitive Load Theory, Linguistic Relativity Theory, and Generalized Knowledge Structure Theory. In this process, 11 laws of technological evolution were linguistically redefined and applied.By employing the AI model, ChatGPT-4, to reinterpret these technical concepts across diverse contexts, the study found that non-technical systems rely more heavily on human resources and institutional factors than technological systems.Institutional and regulatory innovation, in particular, is critical in enhancing operational efficiency and optimizing resource allocation.Applying these laws to the study of university evolution demonstrates that this framework serves as a valuable tool for structured analysis and the formulation of innovation strategies in non-technical systems. This approach offers valuable insights into future development trajectories by systematically analyzing the complex interactions between internal and external elements of non-technical systems. It further contributes to strengthening the sustainability and flexibility of these systems, enabling them to respond more effectively to public policy shifts and social changes.
