Blossoming biodiversity: A qualitative analysis of potential barriers to implementing a private-sector flowering strip certification concept

Year: 2025
Type: article
Abstract: Agricultural intensification has led to substantial biodiversity loss in European agricultural landscapes, impairing ecosystem services. Flowering strips serve as a multifunctional tool to enhance biodiversity in agroecosystems, providing essential habitats and resources for various species. While supported under the European Union's Common Agricultural Policy, the adoption of flowering strips is limited by budget constraints. This study explores a novel, market-based approach to complement existing policy measures: a private-sector certification concept for flowering strips in wheat production. This adaptive management strategy aims to address agricultural intensification as a driver of biodiversity loss and land degradation by marketing “flowering strip rolls” at a premium price. Using a qualitative approach based on expert interviews with actors in the wheat processing value chain in Northern Germany, we identified barriers to implementing this certification scheme. The research revealed five main categories of barriers: organization, processing, crop losses, marketing, and profitability. By understanding these barriers, this study provides valuable insights for developing effective market-based mechanisms to promote biodiversity conservation in agricultural landscapes. The findings can guide the refinement of such concepts, potentially increasing the implementation of flowering strips in conventional agriculture and contributing to more resilient, biodiverse, and multifunctional agricultural ecosystems.
