Abstract: It is known that humans live in an environmental environment that is exposed to pollution at all times and without any advances and behavior that may be unintended, harm to the environment, but this causes serious pollution .One of the results of the industrial and commercial renaissance witnessed by human societies was the entry of chemical agents and materials into our daily lives for various purposes, creating confusion in environmental balance, both natural and atmospheric phenomena. This has been internationally accepted by the 1972 Stockholm Declaration, in which the first specialist declaration of environmental protection can lead to the emergence of international environmental law and institutions and centres in all States of the world. In this regard, many legislation has been enacted in various countries of the world for the protection of the environment at the local level and cooperation between these States and Governments in the development of international conventions and treaties .In many international conventions, it urged States to enact environmental protection legislation, which Libya promulgated Act No. 7 of 1982 on environmental protection and subsequently repealed by Act No. 15 of 2003.
