Abstract: The industrial Internet is a new concept that has emerged in the industrial field of the new era, and it is a significant area for industrial innovation. In order to explore the current situation and changing trends of China's industrial Internet policy formulation, and to provide suggestions and theoretical basis for policy making, this paper analyzes the core policy documents related to industrial Internet in China from 2017 to 2022 based on policy Tool theory and topic model. Furthermore, the relationship between policy tool distribution and policy topics is analyzed from the perspective of their correlation. The findings indicate that China's industrial Internet policy is mainly dominated by supply-side policy tools, lacking environmental policy tools. Moreover, there is a trend in China's industrial Internet work plan policy to shift from the supply-side to the demand-side.
