Year: 2024
Type: article
Abstract: Topicality. Digitalization is a current trend in the development of economic systems around the world and is actively being introduced into almost all spheres of life in Ukraine. Digitalization tools are a powerful means of promoting the development of society and can be used to solve the problems of ensuring post-war revival, European integration and promoting the inclusion of the national economy in the international division of labor based on the effective use of potential, preservation and development of resource provision, and increasing the competitiveness of regions. For effective interaction of digitalization processes and development of territorial-economic systems, it is necessary to scientifically substantiate strategic directions for attracting digital innovations to solve regional policy problems. Aim and tasks. The purpose of the study is to form a conceptual and methodological basis for the application of digital innovations in the development of regional economic systems, to determine strategic directions for the implementation of digital tools to ensure the competitiveness of communities, districts, regions and subregionalunits, as well as tools and measures for implementing the above mentioned strategic directions. Materials and Methods.Materials and methods: the research materials are regulatory acts, statistical information and materials of scientific research in the field of digital development, artificial intelligence, post-war reconstruction, regional development and ensuring the capacity of territorial and economic systems in the face of modern challenges at the state, regional, local levels and in the international dimension. The research methods are logical, semantic, comparative analysis, methods of dialectics and theoretical generalization, statistical methods used to form the current categorical research apparatus, assessment of trends in the development of digital innovations with the prospect of application in the field of regional development in order to implement strategic tasks to increase the competitiveness of regional economic systems. Research results and Conclusions. The conducted study has shown that the competitiveness of economic systems is a complex, multidimensional category that requires a comprehensive evaluation approach considering economic, social, institutional, digital, and security-related factors. The analysis of global methodologies for measuring competitiveness (in particular, those of the WEF, OECD, and IMD) highlighted their high informational value, but also emphasized the need for adaptation to the specific conditions of Ukraine, especially in the context of war, decentralization, and digital transformation. The study proposes a methodological approach to assessing regional competitiveness, based on organizational and economic principles of multi-level evaluation that take into account national, regional, and local governance levels. An indicative assessment system was developed, which includes indicators of economic dynamics, social capital, institutional efficiency, financial self-sufficiency, digital maturity, and innovation activity. It has been proven that the level of digital transformation in regions positively correlates with key indicators such as gross regional product, local budget revenues, civic engagement, and the security situation. Digitalization acts not only as an indicator but also as a catalyst for enhancing regional competitiveness. The research confirms hypotheses about the dependence of digitalization effects on the comprehensiveness of implementation, availability of resources, and the ability of systems to self-develop. This is particularly relevant for territories with the potential for institutional and technological advancement. Prospective areas for further research include the optimization of the expenditure structure of state and local budgets in order to effectively promote economic development and ensure security. Under martial law conditions, these issues are of strategic importance, as financial resources become the foundation for sustaining life, recovery, and strengthening competitiveness at both national and regional levels.
