Integration of Environmental Requirements Into Regional Planning: Foreign Practices and Prospects for Ukraine

Abstract: The article reviews and analyzes various foreign experiences of integratingenvironmental requirements into regional planning and development processes. Itexamines the approaches, tools, and mechanisms used in different countries to takeenvironmental aspects into account when forming regional strategies, plans, andprograms.Particular attention is paid to such aspects as: strategic environmental assessmentand its role in ensuring the integration of environmental considerations at the earlystages of the development of regional development policies, plans and programmes.Specific tools used to incorporate environmental constraints and opportunities intoregional plans are also analysed, such as ecological frameworks, ecological sensitivityzones, sustainable land use requirements, etc.It also examines mechanisms for involving the public, environmental organizationsand other stakeholders in regional planning processes to ensure that environmentalinterests are taken into account. The article also explores approaches to coordinatingenvironmental policy with other sectoral policies (economic, social, transport, etc.) at theregional level to achieve sustainable development goals.The systems for monitoring and assessing the effectiveness of integratingenvironmental requirements into regional planning and development, as well asmechanisms for adjusting plans and strategies based on the results of such monitoring,are also analyzed.
