System of Organizational and Economic Support for the Economic Security of Territorial Communities

Year: 2025
Type: article
Abstract: Under conditions of decentralization, economic instability, and external threats, territorial communities in Ukraine face new challenges that affect their financial stability and ability to ensure economic security. This security becomes a key factor in socio-economic resilience and effective local self-government. Achieving it requires not only financial resources but also the implementation of an organizational and economic system capable of forecasting and neutralizing risks. A comprehensive analysis of this issue demands a systemic approach that views the community as an integrated system. Based on the methodology of the systems approach, which considers the object as a single whole, and the results of research into the interrelationships of key components of the economic security of territorial communities, a structural and logical model of the system of its organizational and economic support has been developed. Within this model, the economic security system of territorial communities is presented as a set of interconnected elements (subjects, object, goals, tasks, principles, functions, organizational structure) and subsystems (informationanalytical, resource-support, functional-instrumental, and result-target), which interact with each other and form a single functional entity. The proposed model contributes to a more systematic approach to the development of management decisions aimed at balanced economic security for territorial communities. Also, this system forms a single effective mechanism for countering destructive phenomena in the economy of territorial communities by predicting, identifying, assessing, preventing, and minimizing their negative impact. The study of the organizational and economic support system for the economic security of territorial communities has significant scientific and practical potential. Further research may focus on the development of adaptive models of organizational and economic security capable of responding to internal and external risks, particularly under conditions of emergencies, martial law, or economic recession.
