Abstract: Introduction: In developing countries, especially in Latin America and Africa, there are structural limits that affect higher education, especially in the face of the so-called Global South - the international pole of the "civilization model". Thus, the scenario of inequality and dependency also influences internationalization processes, especially in the case of higher education. This raises the question: how can we deal with the internationalization of higher education in the context of differences, inequalities and social and economic singularities with peripheral countries? Objective: To carry out a literature review on subjugation as an eminent obstacle to the internationalization of higher education in peripheral countries. Also. to highlight South-South cooperation actions aimed at overcoming this situation. Methodology: To materialize this work, in addition to the bibliographical and documentary review, we used the totality to understand the processes of internationalization of education as a global phenomenon, looking in particular at the categories of colonialism, decolonization, and subjugation as an obstacle adjacent to the process. Results: We have used these concepts to explain and systematize practices for the internationalization of higher education that overcome subjugation based on verticality, the (de)valorization of local culture and socialization as a reference for international cooperation practices. Conclusion: there are alternatives to dependent and imperialist internationalization, alternatives for bringing systems closer together, for cooperating in solidarity and grounded in reality, for seeking local developments: the so-called South-South internationalization.
