Abstract: The article analyzes the resilience of territorial communities in Ukraine in the context of military aggression, economic instability and social change. The authors note that the term “resilience” is used in various spheres of human life, and therefore focus on the lack of a single understanding of it, which is confirmed by the scientific community and the analysis of legal literature. However, the authors come to the conclusion that the authoritative definition of “resilience” is contained in the UN analytical report, which is understood as “the ability of a system, community or society exposed to a hazard to withstand, absorb, adapt and recover from the effects of a hazard in a timely and effective manner, including the preservation and restoration of its basic core structures and functions”. The article analyzes the legislative regulation of “resilience” in the context of national security, but notes that achieving national resilience is impossible without developing the resilience of Ukraine’s territorial communities. The authors emphasize the multidimensional nature of resilience, which includes economic, financial, social, institutional and human resource resilience. The authors note the growing external and internal challenges that undermine community resilience, and therefore it is necessary to build a comprehensive risk management system based on preventive and reactive mechanisms. However, preventive mechanisms are not developing rapidly due to a fragmented approach to risk management. The authors emphasize the development of a Concept for ensuring the resilience of territorial communities, which will become a strategic basis for the formation of sustainable, self-sufficient and adaptive local communities. Such a Concept should be based on the community resilience model: risk identification, prevention, preparedness, warning, response, recovery and learning, resulting in community resilience or maladaptation. In addition, the authors provide examples of the resilience of Ukrainian territorial communities in the face of a full-scale invasion and emphasize that effective communication between business, local authorities and community residents, as well as the development of each of the components of community resilience, can not only maintain functioning but also demonstrate resilience to any threats and challenges.
