From Sludge to Fibro: Revising Normative Instruction Through Applied Studies and Team Management Strategies
Year: 2025
Type: article
Abstract: Objective: The objective of this study is to present a methodology for revising Normative Instruction No. 19/2005 to enhance the use of waste from ornamental stone processing in construction materials, transforming a material with limited applications into Fine Waste from Ornamental Stone Processing (Fibro). Theoretical Framework: The presented bibliography focuses on defining the study material—processing waste—the associated environmental challenges and impacts, as well as their applications in construction materials. It addresses aspects related to technical and especially environmental validation, along with the necessary instruments and strategies to enhance their reuse. Method: The methodology adopted for this research includes presenting studies related to the use of processing waste in construction materials, aiming to validate them from technical and environmental perspectives. Based on these validations, a critical-collaborative action research strategy was applied to manage teams contributing to environmental analysts, other researchers, and organized society in revising Normative Instruction No. 19/2005. Results and Discussion: The obtained results led to a comprehensive review of environmental regulations applied in the state of Espírito Santo, Brazil, culminating in the establishment of Normative Instruction No. 12/2023, as well as the Terms of Reference for the Reuse of Fibro in Ceramic and Concrete Artifact Manufacturing Companies. The applied methodology contributed to the creation of these instruments, balancing the interests of researchers, the mineral sector, and environmental licensing. Research Implications: The research implications include the creation of an environmental licensing instrument to standardize and harmonize the minimum requirements for presenting and approving Fibro reuse projects. This encourages the use of Fibro in construction materials, promoting the development of new materials aligned with sustainable development. Originality/Value: This study contributes to the literature by presenting an extensive bibliographic review on the use of ornamental stone processing waste, which, combined with a methodological strategy for managing technical teams, promoted the creation of an instrument to harmonize and encourage such projects. The results directly impact the development of non-conventional materials, as well as socio-environmental and economic aspects.
