Abstract: The purpose of the article is to reveal the essence of the system of law from the standpoint of clarifying the interaction of various state systems, identifying elements characterizing the unity and interconnection of legal norms of the system of law that form legal regimes. In the course of the study, an analysis was made of views on the legal regulation of public relations necessary for the intersystem interaction of state legal systems, in conditions of risk of occurrence and in crisis situations. It is relevant at the regulatory level to consolidate the conditions for the interconnection of legal regimes used to regulate crisis situations by synchronizing the legal norms of emergency legal regimes (for example, the legal regime of an emergency and the legal regime of a counter-terrorist operation) using a micro-cyclic connection in law. The ideas of intersystem legal interaction need active legal activity of state bodies. The ideas of intersystem legal interaction need active legal activity of state bodies. Interaction in the legal system can be carried out at different levels of its structure, including the level of the totality of legal means that form certain interconnected legal regimes. Through the mechanism of such interaction, it is possible to regulate and reduce the risks caused by a subjective factor in making legal decisions. Risk minimization in postmodern society provides for theoretical understanding and regulatory regulation of the legal interaction of legal regimes and its conditions. The system analysis showed that objectively functionally interdependent state systems formed on a legal basis should contain a mechanism for intersystem legal interaction in the process of their development in the short and long terms in the predicted risks. Proposals were formulated on the need to form intersystem ties between legal arrays that determine legal regimes and the formation of state systems in the field of ensuring national security.
