Abstract: The article is devoted to a little‒studied problem: the implementation of an on-the-job industrial training program at the enterprises of the People's Commissariat of Heavy Industry in 1936- 1940, as the main channel for training workers for the USSR industry. The study was conducted on the basis of a frontal study of the materials of the journal GUUZ NKTP, published in 1931-1936 under the title "Technical Propaganda", in 1936-1940. ‒ "Technical Studies"It is concluded that in the period 1936 ‒ 1940, the magazine was able to reveal the idea of an on-the-job industrial training program at the enterprises of the People's Commissariat of Heavy Industry, the main directions. The articles of the journal gave a generally objective assessment of the progress of the technical training program for workers, revealed the shortcomings and mistakes of the formation of a new system of technical education; correctly identified the trends and parameters of its development.
