Abstract: The rapid integration of artificial intelligence (AI) in higher education presents unprecedented opportunities to enhance learning, research, and administration. However, this transformation also raises significant ethical challenges that require robust governance frameworks to ensure sustainable and responsible AI adoption. This paper explores the development of ethical AI governance models tailored for higher education institutions worldwide, emphasizing the need for frameworks that balance innovation with accountability, fairness, and transparency. Drawing on comparative analyses of existing governance practices across diverse global regions, the study identifies key ethical concerns including algorithmic bias, data privacy, academic integrity, and stakeholder engagement. It proposes a comprehensive governance model that incorporates multistakeholder collaboration, clear ethical guidelines, and adaptive policy mechanisms to address these challenges effectively. The model advocates for human-centered AI oversight, continuous monitoring, and education to empower institutional leaders, faculty, and students in navigating AI’s complexities. By integrating ethical principles with practical governance strategies, the proposed framework aims to foster trust and inclusivity while mitigating risks associated with AI deployment in academia. The findings offer valuable insights for policymakers, educators, and AI developers seeking to implement responsible AI systems that support sustainable transformation in higher education globally.
