The role of sustainable development indicators in the formation of temporary settlements for internally displaced persons

Abstract: The international and Ukrainian experience in assessing the sustainable development of urbanized environments has been analyzed. Two approaches to the construction of sustainable development indicators for settlements have been identified: the development of indicator systems and integral, aggregated indices that provide a comprehensive assessment of the development of temporary settlements. Special attention is given to the algorithm for calculating socio-economic and environmental development indices and modeling the harmonization of sustainable development for temporary settlements with a capacity of more than 1,000 residents. The results of the socio-economic and environmental development of temporary settlement territories (ISEEDT) can be presented as a graphical model, illustrating the balance (harmonization) of sustainable development components through deviations from the ideal vector (1;1;1) by a certain magnitude. The obtained results can be classified into three deviation scenarios: High ISEEDT index for temporary settlements, characterized by balanced development across all components of sustainable development. Medium ISEEDT index for temporary settlements, marked by uneven development of sustainable development components (overloading of one component). Low ISEEDT index for temporary settlements, indicating unsatisfactory development of sustainable development components. Based on the fact that temporary settlements can have a structure similar to permanent dynamic systems at the urban level (systemic urban planning objects of various hierarchical levels), such as a block, urban district, or small town with components that have direct and feedback connections (population-environment), they can be further calculated for modeling the socio-economic and environmental sustainable development of their territory as an urbanized environment.Such modeling scenarios also determine the potential for the transformation of temporary settlements into permanent ones, which can be further calculated by incorporating additional indicators related to the urban planning environment in which the settlement develops.
