The “dual circulation” new development paradigm aims to establish an economic model where domestic and international markets mutually reinforce each other, constituting a crucial component of China’s future development strategy. Against this backdrop, the growth of cross-border e-commerce not only facilitates the transformation and upgrading of China’s foreign trade development model but also, as a vital bridge connecting domestic and international markets, encounters unprecedented opportunities and challenges. This paper first elaborates on the definition of cross-border e-commerce and its current development status. It then analyzes the pivotal role cross-border e-commerce plays within the “dual circulation” framework, including diversifying the domestic consumer market, enhancing the resilience of domestic industrial chains, and improving the quality of export trade. Subsequently, the paper explores the specific impacts of cross-border e-commerce development on China’s foreign trade across three dimensions: macroeconomic structure, meso-level industrial ecosystems, and micro-level enterprise operations under the “dual circulation” context. Finally, based on the above analysis, the paper proposes multiple policy recommendations encompassing institutional innovation, supply chain upgrading, market expansion, and technological empowerment. These measures aim to provide robust support for the sustained and healthy development of cross-border e-commerce, further advancing the high-quality growth of China’s foreign trade.
