Particular emphasis is placed on the unique characteristics of the security sector, including stringent selection standards, continuous training, loyalty, and personnel confidentiality. By addressing challenges such as technological advancements, budget constraints, and the need to adapt to modern security threats, the paper underscores the importance of long-term strategic human resource planning. The aim of this study is to demonstrate how effective personnel management directly contributes to enhancing institutional resilience, sustainability, and operational security efficiency.
