Abstract: In disaster situations, where infrastructure is compromised, rapid deployment of reliable and secure communication systems is crucial for effective crisis management. This paper introduces the concept of an ad-hoc communication system utilizing opportunistic 5G spectrum usage for relief organizations. We propose a system architecture that integrates spectrum sensing, database lookups and access cell configuration into a software defined wireless backhaul network to establish a reliable and self-organizing emergency communication system. A proof of concept shows the feasibility of our system, and with respect to private local 5G networks we discuss the German regulations for frequency assignment.
