Abstract: The issue of state-owned enterprise (SOE) subsidies has been a hot topic in the international community in recent years, and countries have paid close attention to it. The non-commercial aid rules are stipulated in Chapter 17 of the CPTPP, which powerfully fills the original trade rules gap of state-owned enterprise subsidies, and when it comes into effect on December 30, 2018, it profoundly affects the progress of state-owned enterprise subsidies in relevant member countries. China should actively carry out the reform of state-owned enterprises, reasonably utilize the exceptional provisions of the CPTPP agreement, improve the relevant information disclosure mechanism, and adapt to the new changes in international economic and trade rules in a proactive manner.
