With the growth of China’s elderly population, rural seniors are facing shortages in economic support and elderly care resources, particularly with the increasing needs of solitary and empty-nest elderly. This paper defines the concept of rural mutual elderly care models and analyzes their value based on the theory of resource scarcity, conducting research on the “Block Happy Home” in Village B. The study finds that although the elderly are relatively satisfied with the Happy Home, its operation still faces issues such as insufficient fiscal funding, an incomplete system, traditional mindset constraints, limited entertainment options, and low cultural levels. To address these, the paper proposes the following strategies: promoting township economic development to support elderly care services; attracting social investment; strengthening organizational and promotional efforts by village cadres; encouraging participation from non-profit organizations; improving the medical security system; and enhancing rural infrastructure and cultural life. These measures are expected to help promote the elderly care model in Village B and serve as a reference for the development of elderly care services across the county.
