Abstract: The article explores the social parameters of health care system development as key indicators of the effectiveness of a state's social policy. It provides an analysis of indicators related to population health status, accessibility of medical services, the level of medical provision, and the impact of socio-economic conditions on the efficiency of health care system functioning. The study defines social parameters not only as statistical indicators but also as complex determinants of health, encompassing access to medical services, financial capacity, socio-economic status, psychological trust in the system, and the institutional capacity of health care. Based on literature review, comparative assessment, and SWOT analysis, the article identifies key barriers to accessing health care services: widespread informal payments, geographical and transport inaccessibility in rural areas, shortages of medical personnel, and reduced public trust in the system due to war. Particular attention is given to vulnerable social groups–including internally displaced persons, women with children, pensioners, and residents of frontline territories–as those who exhibit the highest level of social risk. The study substantiates the relevance of using international indicators from WHO, OECD, and the World Bank (e.g., life expectancy, self-reported health status, household health expenditures, and poverty index) for developing national systems of social health monitoring. It also proposes an approach to adapting social health parameters in Ukraine based on four core blocks: socio-economic living conditions, accessibility of services, behavioral factors, and health system capacity.
