Abstract: Mobile technology offers great opportunities for village governments to improve public services and make village governance more transparent. Lolo Kecil Village still faces several challenges in service delivery, such as administrative processes that are manual and time-consuming, limited community access to information and village activities, and low community participation in decision-making processes. These issues hinder service performance and reduce public trust in the village government. To promote sustainable digital transformation of the village that is responsive to residents' needs, this study aims to design a mobile-based village information system using the Mobile Development Life Cycle (MDLC) approach. The MDLC approach is structured through stages of planning, requirements analysis, system design, and mobile application development. This system is intended to facilitate village administrative processes such as online submission of letters and other public services, as well as enhance transparency by providing access to village information and activities. Through complaint features and discussion forums, the village information system can help residents communicate with village officials and provide direct feedback. The implementation results show that the MDLC works well in creating a stable, responsive, and user-friendly mobile application. As a result, this application can serve as a strategic tool to accelerate digital transformation in the village, improve government accountability, and strengthen the relationship between village officials and the community through more open and clear communication. Consequently, community satisfaction with services provided by the village government has increased.
