Abstract: This study examines the modernization proposals in the 1913 draft Forest Charter designed to reform Siberian forest management. The analysis reveals how the existing 1905 Charter’s obsolete legal provisions and regulatory gaps hindered the development of forestry in Russia’s Asian territories. The findings demonstrate that the draft’s proposed amendments effectively addressed both regional specificities and early 20th century industrial conditions in Siberian forestry. The research concludes that implementing these reforms could have significantly advanced the sector’s development, marking a qualitative improvement over previous legislation.
