Abstract: In the context of the gradual integration of the digital economy with society, data has become an important productive force and a key factor of production to promote economic development. However, with the iterative upgrading of data collection technology and the in-depth advancement of government data processing, the application of personal information in administrative decision-making, public services and other fields continues to expand, and the risk of excessive collection, theft and abuse of personal information caused by this is gradually increasing. The establishment of a security system for all aspects of personal information is crucial to promoting the construction of digital government and the healthy development of the digital economy, which is not only a legal proposition to promote the construction of digital government, but also a key path to solve the balance between public interests and individual rights and interests in data governance. It is inevitable that administrative organs will collect, record and use citizens’ personal information in their daily work, and it is impossible to fully and effectively respond to them by relying on the protection of civil and criminal laws alone. At present, there are still some problems in the field of administrative law in China for the protection of personal information, such as general legal provisions, imperfect supervision mechanisms, and difficulties in remedy, which need to be resolved and improved. Within the scope of the administrative law normative system, this paper starts from the legal basis of the administrative law protection of personal information through systematic deconstruction, sorts out and analyzes the significance and existing problems of the protection of personal information administrative law, and proposes an optimization plan for the protection of personal information administrative law, in order to provide more comprehensive administrative law protection for citizens’ personal information rights and interests while the administrative organs make reasonable use of personal information.
