Abstract: The evolving complexity of public finance systems presents significant challenges in preventing financial fraud, ensuring compliance, and maintaining operational transparency. With cloud ERP adoption on the rise—especially SAP S/4HANA Public Cloud—there is an urgent need for structured, strategy-led frameworks that embed control, visibility, and audit readiness into financial architecture. This article introduces the FAST™ Framework as a structural model to enable fraud-resistant digital finance systems.
