Abstract: Cloud technology has emerged as a transformative force in modernizing public sector operations, enabling government agencies to move beyond traditional on-premises systems toward more agile, scalable, and citizen-centric solutions. This technological evolution represents a fundamental shift in how public services are developed, deployed, and delivered. Through cloud adoption, government organizations are addressing longstanding challenges including system fragmentation, operational inefficiencies, and limited scalability while providing enhanced citizen experiences. The cloud service model spectrum—spanning Infrastructure as a Service, Platform as a Service, and Software as a Service—offers multiple pathways for modernization tailored to specific agency requirements. Beyond operational efficiencies, cloud platforms facilitate omnichannel accessibility, data-driven decision making, and interagency collaboration. Despite implementation challenges related to regulatory compliance, legacy system integration, and workforce transformation, agencies are developing effective mitigation strategies. As cloud adoption matures, emerging trends including edge computing integration, sovereign cloud solutions, and AI-augmented public services are shaping the next generation of government applications, promising more responsive, efficient, and innovative public sector organizations.
