Abstract: Colleges and universities are facing unprecedented challenges, including (1) the withholding of federal financial assistance for moneys already appropriated and earmarked for specific uses, (2) the uncertainty of the scope and amount of federal financial assistance in the future, and (3) even the existence of the United States Department of Education. Every day, there is a barrage of new court cases with endless appeals.
