Abstract: Sanctions are a widely used tool in international law to influence the behavior of states or non-state actors, aiming to enforce compliance with international norms. However, their effects often extend beyond the primary targets, imposing significant legal, economic, and social challenges on third-party states. This paper examines the complex repercussions faced by these states, including trade disruptions, financial instability, refugee crises, and diplomatic tensions. From a legal perspective, it analyzes the rights and obligations of third-party states under international law, with particular attention to principles of non-interference, human rights and humanitarian considerations. Using case studies, the paper highlights the need for more targeted and legally sound approaches to sanctions. It recommends the inclusion of humanitarian exemptions, enhanced legal safeguards, and mechanisms to support third-party states, ensuring that sanctions are both effective and consistent with the principles of equity and proportionality in international law.
