This article examines the significance of control over state authorities and other state institutions that may use force, particularly in the context of the dualism of the executive in Ukraine. The use of force for the purposes of this article means the use of physical force, special means or weapons. The author proceeds from the assumption that in conditions of dualism of executive power -when there are two political centers of executive power in the state (the President and the Cabinet of Ministers) -the issue of control over the use of force becomes particularly relevant.Based on an analysis of legislative acts, a list of state authorities and institutions that can use force in Ukraine and belong to the executive branch has been compiled. In particular, there are sixteen authorities and institutions in Ukraine that belong to the executive branch and can use force based on the provisions of current laws. This list was based on the provisions of the Law of Ukraine "On National Security of Ukraine," supplemented by a list of authorities that carry out pre-trial investigations, intelligence activities, and others whose powers to use force are established by separate laws regulating their activities. An analysis of the procedure for appointing the heads of these authorities and institutions revealed a significant advantage of the President in terms of influence over them.In particular, eleven of the sixteen authorities and institutions have heads appointed by the President (or under his decisive influence), while the Cabinet of Ministers appoints only five. This imbalance demonstrates the dominance of the presidential center of executive power in an area that is fundamental to the functioning of the executive. At the same time, the author emphasizes the limitations of a purely quantitative approach and proposes further research that would take into account the substantive aspects of influence, resources, and the nature of the competencies of each of the bodies. The legal status of these authorities and institutions and its constitutionality also require further analysis, as this may affect the balance of power between the President and the Cabinet of Ministers.
