Abstract: Oil and gas, two of Indonesia's natural resources, are experiencing a growing societal demand. This study looks at how HSE behaved during the preparation of drilling by joint operational body (JOB) Pertamina EP PT Petroenergy Utama Wiriagar (PUW) in West Papua. The study, drawing from personal experienced at JOB PUW and utilizing applied research within a qualitative framework, demonstrates that the use of PHIRARC and the creation of an HSE plan in accordance with Pertamina Drilling Well 3.0 prevented any incidents or accidents during the drilling preparation phase. The findings stress the importance of HSE knowledge among all workers, with SKK Migas and Pertamina playing crucial regulatory and operational roles. We must exercise caution when generalizing the findings to other companies, regions, or industrial sectors, as this study solely focuses on PT Petroenergy Utama Wiriagar (PUW).
