Analysis of Approaches to the Assessment of the State Regional Policy of the Russian Federation

Year: 2025
Type: article
Abstract: The article examines current approaches to evaluating regional public policy in the Russian Federation and identifies their limitations amid digitalization, increasing managerial complexity, and the need for prompt re-sponse to public demands. A SWOT analysis of traditional evaluation methods – such as index-based, target-oriented, expert-analytical, and budget-result approaches – is conducted. The study substantiates the necessity of transitioning to a universally adaptive evaluation model that integrates big data, analytical platforms, and machine learning algorithms. Special attention is given to the role of Regional Management Centers as key information sources for developing a citizen-centered and responsive assessment system. The proposed model features modularity, employs thematic blocks (economic, social, environmental, institutional), and is aimed at enhancing the efficiency, proactivity, and legitimacy of regional governance in the context of instability and high external volatility.
