Abstract: In our study, we analyzed the state of the construction industry and listed the main priority tasks that will be solved after the cessation of hostilities. The pre-war year 2021 was quite optimistic for the construction industry – construction volumes increased compared to 2020. The war overturned everything. Back in 2014, Russia illegally temporarily occupied Crimea and part of Donbas, and Ukraine lost control over the infrastructure and assets of these regions in the occupied territories. The construction business faced risks associated with hostilities – shelling and missile strikes, changes in customer demand, the withdrawal of investment programs and changes in legislation. Some of the companies are either under occupation or in the frontline zone under constant rocket attacks. The companies that ended up in the temporarily occupied territories have either been destroyed or have suspended their work. The main threats that arose at construction enterprises during a full-scale military invasion include: destruction or complete destruction of assets, looting and robbery by Russians in the occupied territories; shortage of qualified construction workers; significant restrictions or disruption of logistical connections; destruction of Russian facilities in the Ukrainian energy system led to the application of quotas for enterprises and work with a maximum reduction in energy consumption; suspension of the implementation of investment programs by both Ukrainian and foreign investors. Despite the difficult economic and political environment, the construction industry is demonstrating an increase in the total volume of work. The vital necessity of efficiency in the construction industry is the use of environmentally friendly materials, the application of energy-saving technologies and renewable energy sources becoming a prerequisite for the implementation of construction projects. Today, Ukraine must create a completely new approach to dealing with construction waste generated from destruction during military operations. Scientific and legislative solutions are needed for the reuse of construction waste generated during the destruction of facilities as a result of Russian military operations. These are mandatory and integral actions in the process of restoring Ukraine after the end of military operations.
