Year: 2025
Type: article
Abstract: Developing societal resilience to emergencies is a key component in promoting national and global stability and security. This process consists of preparation, response and recovery, and aims to minimize the effects of potential natural and man-made crises. All state institutions, organizations, as well as citizens should become involved in this process. A key element will be educating the community, building awareness of threats and developing critical infrastructure, as well as promoting solidarity among local communities. The purpose of the article is to review mechanisms that affect the building of community resilience, and to identify key factors that contribute to this process. The article discusses preventive measures, as well as those undertaken during and after a crisis. In particular, aspects such as the role of education, public policy, crisis communication and mobilization of social and technological resources are considered. To explore the topic in more depth, a literature survey was conducted, analysing available academic sources, reports from international organizations and case studies of crisis management at different levels of society.
