Implementation of state policy in the field of energy conservation and increasing energy efficiency at the regional level

Abstract: Only at the state level as a whole, with the participation of all interested parties, it is possible to develop and achieve the results and balance of measures to improve the efficiency of energy resources use both at the federal and regional levels, and by sectors of the economy and end consumers of energy of all levels and forms of ownership. In order to develop and implement energy efficiency programs, it is necessary to ensure the coordination of actions of executive authorities at the different levels of management. The article uses the materials contained in the State Report on the State of Energy Saving and Energy Efficiency Improvement in the Russian Federation for 2023, published by the Ministry of Economic Development of the Russian Federation in May 2025. Planning that requires the use of mechanisms and activities for coordination, organization and regulation, control and stimulation, each of which is important for the use of regional planning tools in modern market conditions.
