Abstract: Higher education has played a key role in the process of national progress and creating a balance between different dimensions of progress. Since university professors cause the quality and scientific strength, growth and strengthening of the education system in the education, research and education of experts in the country, it plays an effective role in the development of the country, it is desirable and appropriate that academic institutions in order to develop and strengthen the scientific level of professors take effective steps and plan regularly, provide the full growth and development of academic staff members of their academic institutions and promote scientific and educational institutions. The purpose of this research is to play the role of the scientific level of professors and promote educational centres and its impact on the national development of the country. The importance of research is that it is received by such research to introduce the quantitative and qualitative gaps of universities and play an effective role in the reform of the country's education system and play an effective role in national stability and development. The research methods in the form of library, field research and objective observations are researchers.
