Human-centricity of Digital Transformations as a Security Imperative of the Ukrainian State

Abstract: The article defines the digitalization of the state as a process of not onlythe introduction, but also the effective application of modern digital technologies bypublic authorities in their activities. It is emphasized that in the current conditions, thefocus of digital transformations on people poses a challenge for Ukraine as a moderndemocratic state with its mandatory dimensions.The thesis on the need for official recognition of the human-centeredness of digitaltransformations as a security imperative of the Ukrainian state at the current stage of itsfunctioning is substantiated.The semantic essence of the concept of human-centeredness of digitaltransformations is defined.It is emphasized that anthropocentrism as a security imperative has a directimpact not only on the efficiency and effectiveness of the functioning of public authoritiesand the public administration system in particular, but also, in general, on suchcomponents of the modern Ukrainian state as: authority, image, trust.It is noted that the human-centric efficiency of digital transformation processesshould become a prerequisite for the functioning of Ukraine as a successful digital state.It has been determined that the basis of the human-centricity of a digital stateshould be maximizing the quality of service to citizens, increasing the efficiency andeffectiveness of public authorities through the development and application of the latestIT systems and public e-services.It is noted that the online system of public services «Diya» can be considered asuccessful implementation of the stated ambitions.It was emphasized that digital rights should now be recognized as modern humanrights in the information society. Moreover, their implementation must necessarily beaccompanied by significant and appropriate social transformations at the stage ofdigitalization of the state.The idea that ensuring human-centeredness in the processes of state digitalizationshould become a priority state interest of Ukraine at the current stage of its functioningis substantiated.It is emphasized that the result of significant digital shifts should be thetransformation of public administration into an open, transparent, strategically adequate and socially responsible, human-centered continuous process of mutually beneficialinteraction in the format of «state – public authorities – citizens – public authorities –state».
