Integrating Risk Management into Territorial Planning: An Approach to Community Resilience

Year: 2025
Type: article
Abstract: The article Integrating Risk Management into Territorial Planning: An Approach to Community Resilience analyses how to incorporate risk management into the design and implementation of territorial planning policies to strengthen community resilience to natural disasters and adverse events. Using a multidisciplinary approach, the study highlights the need to integrate risk analysis tools, cartography and citizen participation in planning processes. The main gaps in the regulatory and operational frameworks for territorial planning in Latin America were identified, highlighting the lack of inter-institutional coordination and limited access to geospatial data. The article proposes a theoretical-practical model that combines vulnerability assessment, adaptive management and the implementation of early warning systems. In addition, the importance of fostering a culture of prevention in local communities is emphasized, incorporating their ancestral knowledge and promoting inclusive strategies. The results of the study show that an effective integration of risk management not only reduces exposure to threats, but also contributes to sustainable development and social cohesion.
