Formation of foreign policy doctrines of Central Asian countries in the context of the changing modern world order

Year: 2025
Type: article
Abstract: The article is devoted to the formation of new foreign policy guidelines for Central Asia in the context of current global challenges. The purpose of the article is to examine the process of shaping the foreign policy doctrines of Central Asian countries in light of new realities associated with the transformation of the modern world order. The methodological foundation is based on the principles of historicism, objectivity, and scientific impartiality in the evaluation of events and facts. Analytical and problem-chronological methods, as well as the method of comparative analysis, were used as methodological tools. When analyzing the speeches and addresses of the leaders of Central Asian countries, the hermeneutic method was employed. The scientific novelty lies in the fact that this study represents one of the first attempts to investigate the process of forming the foreign policy doctrines of Central Asian countries amid the changing global order. Additionally, the article places significant emphasis on identifying the main directions in the evolution of these countries' foreign policies. Conclusions. The authors state that, as of today, each Central Asian country is compelled to deal with the negative consequences of Russia’s aggression against Ukraine and, in developing its foreign policy doctrines, strives to find its own international niche in global politics. In doing so, these countries aim to distance themselves as much as possible from Russian influence and dependency. Furthermore, the current situation highlights the crisis of neutrality and multi-vector policies pursued by Central Asian states, which have effectively turned into policies of stalling and maneuvering. As a result, these countries lack a clear foreign policy stance. Today, Central Asian states face an urgent need to revitalize their foreign policies and to transform from objects into subjects of international relations.
